Recognize the Independence of Nagorno Karabakh Republic (NKR) or Not?

If Azerbaijan launches a large-scale war, I think the procedure will start not only in terms of support but also in terms of the recognition of the independence. Member of NA Republican Faction Gagik Melikyan said this during the debate organized by Media Center at A1+ pavilion yesterday.

“This draft was discussed by the Government and it is the beginning of a procedure which may be later discussed at the National Assembly if the situation changes seriously and there are favorable external conditions for us,” Melikyan said. 

On May 5, the Government approved the bill on the recognition of NKR independence by Armenia.

Member of NA Heritage Faction Tevan Poghosyan thinks that it is time to make a step to prove the world and Azerbaijan what we always used to say, that is, whenever the war begins, Armenia will initiate the issue of the recognition immediately.  

 “We did not just say it. We are serious and are ready to protect ourselves both militarily and politically, this should be a priority in our agenda today,” Poghosyan said.  

Coordinator of External communications of Armenian National Congress Vladimir Karapetyan said. “In fact there was no discussion, after the main speaker finished the report, Hovik Abrahamyan asked if there are questions. As there were no questions he approved. So there was no discussion. It means some decision has been made to initiate such a procedure. I am inclined to think that the Government accepted the proposal of Levon Ter-Petrosyan made in 2008 November during a demonstration to recognize NKR independence by the National Assembly and send the draft to the Staff of the President as it is stipulated. The staff can suspend the decision and use it when it is necessary,” Karapetyan said.

He thinks that there can be substantive discussions at the National Assembly too.

"I do not see any danger if the National Assembly also discusses and makes the corresponding decision," Karapetyan added. 

Ara Papyan said that Armenia has been using the issue of the recognition as a pressure tool on Azerbaijan for a long time.

"I think this procedure will last long, The Government approved but the National Assembly will not vote and adopt it at once. This procedure will be prolonged," Papyan said.

Everybody understands that Karabakh issue has no solution by negotiations but no side wants to take the responsibility of undermining the negotiation process.

"Though we can blame Azerbaijan for the violation of the ceasefire for numerous times," Papyan said.
