On February 19, at 12:00, the Media Center organized an online discussion "Will Insulting and Slandering Officials be Criminalized? Why Anti-Democratic Steps are Taken?"

The speakers were:
- Karen Amiryan, Senior Prosecutor of the Organizational-Control-Legal Support Department of the RA General Prosecutor's Office
- Ashot Melikyan, Chairman of the Committee to Protect Freedom of Expression
- Boris Navasardyan, President of the Yerevan Press Club
- David Asatryan, Rule of Law NGO expert, lawyer

The Prosecutor General's Office proposes to criminalize defamation and insult if they are directed at a government official, state or community political official and are related to their official duties.
Defamation and insult were decriminalized in Armenia in 2010. At that time, the government took into account the PACE call to the member states.

The draft law "On Higher Education and Science" and related draft laws were put on the public discussion platform on December 3, 2019. Discussions on them are still going on. On December 3, 2020, the government included the Draft in the agenda of the sitting as an urgent, unreportable issue, adopted it without discussion, then sent it to the parliament.
