After his arrest in 2018, 30-year-old Armen Aghajanyan was severely beaten after being transferred to Nubarashen CSO for not greeting CSO staff. Four months later, his body was found hanging in the bathroom of the National Center for Mental Health.
On November 26, 2019, the Court of First Instance, presided over by Judge David Balayan, decided to release the accused Armen Hovhannisyan, a first-class specialist on duty at the Nubarashen Penitentiary, from the courtroom with an amnesty, re-qualifying the article on torture as a transfer of powers.
The aggrieved party appealed the decision of the Court of First Instance to the Criminal Court of Appeal.
