Responding to the statement of RA Deputy Minister of Defense Gabriel Balayan regarding human rights defenders, Ara Gharagyozyan said: "Balayan should be concerned about not revealing the cases of torture and the right to life in the army because these cases have been going on for years and no effective investigation is underway."
Human rights activist Zara Hovhannisyan went on to add that the institution (MoD) has always had a certain fear of human rights activists, which has been expressed by various ways, the situation has not changed much since the revolution, and the deputy minister's response is, first of all, a self-defense response.
Edgar Khachatryan, the president of the Peace Dialogue NGO, thinks that the same traditions used by the old authorities continue especially in the law enforcement agencies, the system is closed so that there is no control by civil society, and such manipulative actions are an easy way to legitimize the close character of the system for the public.
