Discussion: ‘International Day in Support of Torture Victims: Situation in Armenia’

The prohibition of torture is an absolute human right which is defined in the European Convention on Human Rights. The RA Constitution also states that ‘No one shall be subjected to torture or to inhuman or humiliating attitude or punishment.’ Whereas the applicable definition in Armenia does not include the provision on ‘pain or suffering that is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity.’

‘According to all international regulations, torture is the pain inflicted on a person by a public authority, but it is not included in our legislation,’ stated Avetik Ishkhanyan, Chairman at Helsinki committee of Armenia, at the Media Center hosted panel discussion entitled ‘International Day in Support of Torture Victims: Situation in Armenia’.
