Although there are some positive developments in recent years in solving the problems of people held in prisons, systemic problems remain in penitentiaries. They are overcrowded penitentiaries, the low quality of medical service provided to people in prison, their jail conditions, as well as non-statutory relations in penitentiaries. Such is the conclusion of the observation group, conducting public monitoring in penitentiary institutions and bodies of the Ministry of Justice.

The Electoral Code, adopted recently by the National Assembly, will be amended. “Online medias should pay taxes and become legal entities. Regulation of online medias cannot restrict freedom of speech. Promiscuity and anarchy are too much and who tries to work in this field face numerous difficulties. Besides, the society distrusts the journalists and mass media at all. If some medias do not verify the information they provide, that is they have no responsibility towards the society, it impacts all the mass media means. People say I read in media. This should change and by a regulation,” Hakob Avetiqyan, Editor-in-Chief of Azg daily newspaper, said during the discussion at Media Center.
Inactivity of official Yerevan and Stepanakert are concerning. I am convinced that we would have a different situation in case of the April war, if they had created such processes that would have their roles in terms of restricting Azerbaijan.
The war in April on Nagorno-Karabakh conflict zone showed that although the authorities were expecting a war, but they were not ready and they were unaware of the attack.
