The RA Constitution also states that ‘No one shall be subjected to torture or to inhuman or humiliating attitude or punishment.’ Whereas the applicable definition in Armenia does not include the provision on ‘pain or suffering that is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity.’

At June 8 local elections no serious acts of electoral fraud and violence were observed. However, the present situation does not imply a democratic election process since elections are not to be limited to the voting day only. In general, the elections were not competitive, with 2 or 3 candidates nominated in most polling stations.

The bill proposed by the Armenian Health Ministry which makes informing parents of the sex of a fetus until 30 weeks of pregnancy illegal, notwithstanding the possible corruption risks, aims at eliminating the ‘son-centrism’ among the Armenians.
