Referring to the records of principals of 114 schools published by the “Union of Informed Citizens”, Armen Ashotyan made political and legal assessments.
“It is obvious in legal terms that various state bodies are engaged in the study of the recordings, starting from the Ministry of Education to the Prosecutor General's Office. So, let us realize that on the way of building a legal state a public assessment should be made only if there is a legal ground for it,” Ashotyan said.
Ashotyan said that from the legal perspective they have their counterarguments.
“The independent observation organization targeted the Republican Party of Armenia for their research. If their objective was to disclose the school principals of all the political forces, I could understand that their purpose was objective,” Ashotyan said.
He underlined that all the political parties collect voter lists.
“It is not normal if it is proved that the lists were made during the working day. It is an abuse of power. But if it was done after the working day, we should accept that those people have the same constitutional rights stipulated by the Constitution and Law in Political Parties as all others. There is no law that prohibits the citizens to be engaged in the political activity in the case of some conditions,” Ashotyan emphasized.
He said that he personally heard dozens of recordings, and states that they contain no violation of the law.
“Anyway the legal agencies will make assessments. In the cases of violations, the principals should bear responsibility. What refers to depriving the Republican Party of the campaign, I can say that there are sufficient grounds to deprive the “Union of Informed Citizens” NGO of conducting observation missions,” Ashotyan said.
Referring to “Ohanyan-Raffi-Oskanyan” (ORO) Alliance, he emphasized that the alliance failed Plan A and B and passed to Plan C.
“The following is obvious that ORO Alliance having pre-election ambitions failed Plan A, a serious campaign, high ratings. Then they successfully failed Plan B which was to get an image of persecuted. We see how they rejected that they have any relation with Samvel Babayan, saying that he has nothing to do with them, then they used the character of Babayan to get the image of the persecuted, and then realized that even Samvel Babayan does not consider himself a political prisoner. That is why since yesterday they passed to Plan C. If they fail, then they should definitely condemn someone,” Ashotyan said.
