“Public Transport Network of Yerevan Will Become a Community Property”

Although Yerevan Council of Elders continued its regular work in 2016, several factors had a negative impact on the implementation of some projects stipulated by the budget and the efficiency of the work of the Council. In the past year, a number of parks have been built in the city, green areas have been expanded but fundamental problems remained unresolved. These are buildings in an emergency, lifts that are in poor condition, the public transport, and so on.

"In terms of the management of the city budget, April war had a serious negative impact. But the work of the Council that performs a control function over the Mayor becomes more transparent and efficient. All the factions conducted consistent and harmonious work during the past year," Natalya Lapauri, Member of the Republican Faction of Yerevan Council of the Elders, said.

The Council of Elders is the Parliament of the city, which exercises an oversight function. It conducts a control over the executive body - the mayor and its staff in the implementation of programs provided by the budget. This model of the city management has been introduced in the city since 2009. From this perspective, the Council of Elders is in the development process, during the sessions discussions are held, issues are raised and solutions are recommended, Gagik Baghdasaryan, the advisor to the Mayor of Yerevan, said. "But the fact that the Prosperous Armenia and "Barev Yerevan" factions do not make initiatives that could address the implementation of the provisions of their election programs is a problem,” he said.    

Although Heads of Prosperous Armenia and "Barev Yerevan" faction objected Mr. Baghdasaryan, saying that they always work actively in their factions to raise problems in the city and find solutions, Gagik Baghdasaryan said. "It is not about raising issues. It's about realizing the provisions of your campaign program in the form of specific initiatives, which did not happen during the previous year."

The issue of waste management was also touched upon during the discussion, which is a part of the electoral program of all political forces represented in the Council of Elders. Natalia Lapauri said that some work in this direction is already underway. "Quite serious preparatory work has been done and waste recycling center will be established in Nubarashen this year and the landfill will be restored in compliance with the European standards," she said. 

Environmental problems still remain unsolved in Yerevan. "For example, there are neighborhoods that lack sewage system. This year we have again proposed to add sewage system construction projects," Jivan Poghosyan said, adding that the environment does not mean simply expanding the green areas.

Gagik Baghdasaryan, Head of the “Barev Yerevan” Faction of Yerevan Council of the Elders, expressed his concern about the irrigation problem in Ajapnyak administrative district. "Irrigation pipes have broken down. A beautiful green area was built in Ajapnyak, everyone is happy. But during the construction, I raised the issue about the modernity of the irrigation system but there was no response. An irrigation system of 60-70s was constructed. Now we should understand if we did it for one year, or at least for 5 years. Yerevan has a terrible problem of transport regulation," he said.

The problem of transport is getting more and more complicated year by year and the citizens still hear only promises. "This problem is really complex and multilayered. It will begin to be solved this year. We are going to make the transport network the community property," Gagik Baghdasaryan, Advisor to Yerevan Mayor, said.
