The Motives of the Four-Day War in Nagorno-Karabakh and the Possible Developments of the Negotiation Process

Armenian politicians and political scientists expressed their points of view about the motives, consequences of the four-day war in NKR at the beginning of April and the Possible Developments of the Negotiation Process during the debate at Media Center.

Member of Armenian National Congress NA Faction, Head of recomposed Social-Democratic Hnchakyan Party Lyudmila Sargsyan, Member of “Heritage” Party Armen Martirosyan, political scientist, President of “Globalization and regional cooperation” NGO Stepan Grigoryan and Head of Democratice Party Aram Sargsyan participated in the debate. 

Stepan Grigoryan says that the NKR four-day war was initiated by Aliyev.

“Of course there were other factors too such as the obvious support of Turkey. During the last 3-4 years the negotiations within the framework of Minsk Group have stopped, they were just meetings. Those meetings ended without beginning. Azerbaijan put the ultimatum saying that it will negotiate after the army is taken from “the occupied territories,” Grigoryan said.

During this period Azerbaijan changed the format.

«During the recent years the situation heated both in Armenian-Azerbaijani border and the contact line. We saw that heavy weapons were used in the four-day war. It aimed to show the word that Karabakh issue is not solved and is not frozen, it exists and is on the agenda,” Grigoryan added.

Lyudmila Sargsyan said that the decision was made in Baku.

“Don’t forget what announcements were made by Turkey on the levels of Foreign Minister and the President days before. Everything was prepared by Azerbaijan. It was unexpected for us to some extent otherwise our resistance and progress would be efficient,” Sargsyan said. 

Turkey is interested in this issue and supports its little brother and announces that Azerbaijan’s territorial integrity should be recovered.  

“There is also a world political interest that Turkey should provide. The ring around Russia is pushed, different conflicts occur in the states near Russia and naturally they expect that Russia will not be concentrated on this region and the final goal is dismissal of Russia from this region,” Sargsyan added. 

Aram Sargsyan wondered if it is necessary for Russia that Turkey and Azerbaijan become enemies for Russia.

“If Russia supported Armenia by its actions it would mean that it becomes an enemy with Baku. In that case Baku should become closer to its ally, should become one unit to protect its interests. It is not beneficial for Russia. If it takes such a step NATO will reach the Northern Caucasus. From this perspective Russia took actions,” Sargsyan said.  

He expressed his concern about Russia’s selling weapons to Azerbaijan and said: “It is quite unclear for me if Russia sells attacking weapons to Azerbaijan, where were our governments who should have gone to Moscow and negotiate. Nothing was done for three years and now they began to speak which is wrongly perceived. Such mistakes cannot be afforded in the diplomacy,” Sargsyan said.

Armen Martirosyan said that Azerbaijan started the war and the time was not randomly chosen agreed with social-economic and national problems.

“The operation was planned earlier. Unfortunately, what the Armenian side said was not in the framework of logics. On the one hand, both NKR President and RA Defense Ministry announced that we had reconnaissance information that accumulations were made and aggression was planned; on the other hand our positions were not ready. Why? We are getting information that the weapon is over; their sappers were killed with shovels. Why shouldn’t our soldiers have enough weapons,” Martirosyan said.
