The reaction of law enforcementt agencies about violations recorded on Referednum day

The discussion entitled “The reaction of law enforcementt agencies about violations recorded on Referednum day” took place in Media center , where the head of the Helsinki Citizens' Assembly Vanadzor Office Arthur Sakunts, coordinator of “Union of Informed Citizens” NGO Daniel Ioannisyan and the head of “Defense of rights without borders” NGO Haykuhi Harutyunyan participated.

Till now 461 electoral violations had been fixed by law enforcement bodies, from which only 17 cases refer to criminal case. 

“The referendum was held, during which calls were also spread in media. One case was even presented to the Investigative bodies concerning corruption of one of the members of electoral commition, which was recorded. Now I am giving a question. Do we have a one fact during a campaign of referndum, which was revealed as a result of operative investigative activities. No, we don't have”,-said Sakunts.

Due to Sakunts, electoral commissions didn’t undertake any activity, which was defined by law whitin their responsibilities and authority, to ensure confidence for the society, that they really aimed to hold free and fair referendum.   

“I consider the fact of late, fake, hanky-panky and inactivity, which presented 3 presidents of law enforcements bodies during the press conference. I consider hanky-panky that efforts, which  law enforcement bodies aim to show as an effective inspection of electoral violations. It is an experiment to conceal the whole nature of the crime”,-emphasized Sakunts.    

He added, that representatives of the Police and members of electoral commissions were inactive at polling stations.  

“We insist, that actions of law enforcement bodies are not only ineffective, but also fake and inadequate to all violations, which had done”,-mentioned Sakunts.     

Haykuhi Harutyunyan said, that in each polling station there was a representative of the Police, who took the responsibility for the legal voting process.   

“But when calls came from these polling stations about electoral violations, first of all inactivity of the Police in the given polling station had to be inspected. It is clear, that now there is no aim to bring responsibility to someone. Even the one, or two people will take the responsibility, anyway the whole falsify electoral process won’t be deserved to be considered as legal assessment. Whereas the problem is to give proper legal assesment for this falsified referendum process, which was held with many violations”,-said Harutyunyan.

Daniel Ioannisyan said, that on the 6st of December after 8 o'clock doors of polling stations weren’t closed for the abusers of Hrayr Manukyan.

“But instead of that the Police in many cases prevented the entrance of journalists, observers and trusted persons to polling station.  They are really a lot of cases, but the Police is very proud of his work. The Police noyhing recorded about that violations, everything recorded by journalists and observers. 160 cases of 461 had been double-voting cases and it clear reports about crime. 123 cases about obstacles of observers', trusted persons' and commissions' authority, which is also a crime. 16 cases are about violence and abuse”,-stated Ioannisyan.  

He added, that 189 cases have been already refused, and for the other cases haven’t initiated criminal case.  

“We have hundreds of alarms and reports about crimes, but now there are 17 criminal cases which exist”,-mentioned Ioannsiyan.
