Debate: TV Digitalization as a Cause of Violation of Right to Information

In less than a year, namely on July 1, 2015 Armenia will complete the digitalization of TV broadcasting. However, there still remain unresolved legal, technical and social issues. Ashot Melikyan, Head of Committee to Protect Freedom of Expression, believes the current RA Law on Television and Radio, full of drawbacks, “is not enough to make this transition.

Although much work has been done with respect to the technical problems only, it’s October but we still don’t have the experimental digital broadcasting in Yerevan, as intended in the schedule and claimed by the authorities. As for social issues, little has been done to solve them. It is still unknown how many households will be provided with free decoding devices, yet, the government is obliged to provide the vulnerable groups with these devices.”

The online debate, organized at the initiative of the Media Center and cybercast at A1plus.am, featured Armen Mkrtchyan (Member of the National Committee of the Television and Radio), Ashot Melikyan (Chairman of the Committee to Protect Freedom of Expression), Hovhannes Margaryan (Member of Parliament), and Narine Avetisyan (representative ofLori TV).
